When Apple's standard EULA is not enough

Is an EULA the same as terms of service?
No. Terms of service govern your relationship with the user (account, subscription, conduct). An EULA grants the user a license to use the software itself. For apps with no online service, an EULA may suffice. For most apps, you want both.
Does Google Play require a custom EULA?
Google Play does not mandate one, but it strongly recommends a custom EULA for paid apps and apps with in-app purchases. The generated text works for Google Play.
